Médecins Sans Frontières (MSF) conducted a series of medical assessments of detainees in 2005, and in May 2005 MSF's report "The health and medical needs of immigration detainees in the UK: MSF's experiences" was published as an annex to "Fit to be detained? Challenging the detention of asylum seekers and migrants with health needs" by Bail for Immigration Detainees (BID).
Then Immigration minister, Tony McNulty MP, requested the Health Care Steering Group (HCSG) to consider the findings of MSF in more detail. In February 2006, the HCSG response was circulated to DUG members and MSF issued a response to the HCSG document. Health Care Steering Group response to "Fit to be detained?"
