Medact : "Hold the UK Government to account on the right to health" - 13/04/07 PDF Print E-mail

In 2002, the UK government submitted a report to the United Nations Committee on Economic Social and Cultural Rights (CESCR), describing how it had adhered to its obligations under the International Covenant on Economic Social and Cultural Rights (ICESCR).

The report included a section on how the government had responded to its obligation to ensure that everyone enjoy the right to the highest attainable standard of health, which comes under Article 12 of the ICESCR. (General Comment on the right to health by CESCR)
 
In response to this report a group of non-governmental organisations made a submission alongside the governments report, describing how the government, in fact did not live up to its obligations.

The UK government is due to submit another report sometime this year as it has been five years since the last one. NGO‚s again have the opportunity to describe to the CESCR how the government is failing its obligations. The CESCR encourages NGO‚s to participate in the reporting process and is keen to accept information from them.
 
People‚s Health Movement UK (PHMUK) and Doctor‚s for Human Rights (DHR) are planning to put forward a joint NGO submission to the CESCR, focussing on the right to the highest attainable standard of health. They feel there are many areas where they see the government can improve in ensuring this right.
 
PHMUK and DHR feel that your organisation could contribute significantly to this submission, and they would like to invite you to add to the submission.  Your voice would be added to those who are striving to hold the government accountable to their obligations under international human rights law.
 
Your contribution may be in the form of recent reports from your organisation, statistics you have collected or any other information which describes the current situation that your organisation monitors. You do not have to produce new information, although you may do so if you wish. PHMUK and DHR will be able to assist you in preparing the information in an appropriate format for the submission.
 
In addition to the joint NGO submission to the CESCR, it is proposed that the information contributed will, with your agreement, be used in a report produced by PHMUK that describes the state of health and health-care in the UK, from a rights based perspective. Contributors addressing the social determinants of health from a rights based perspective would be welcomed. You will be able to use this report in any campaigning work that your organisation does.
 
Medact is hosting an informal seminar and luncheon that will describe in more detail the work of the CESCR, the reporting process and how to put information in a rights based format.
