Workshop discussion: “Primary Health Services and migrant communities – issues and concerns”
Tuesday 27th February 2007, London, 2:00-5:00

Several studies have suggested that migrant communities experience difficulties in accessing health care services across the country and this results in poor health outcomes for many immigrant and refugee groups.  Government plans to more closely align immigration controls to the provision of primary health care services, set out in the paper Implementing the Overseas Visitors Hospital Charging Regulations: Guidance for NHS Trust Hospitals in England.(London: DoH, 2004), have raised concerns that the capacity of primary care trusts and GP services to meet the needs of migrant communities will be adversely affected.
 
The starting point for the discussion at this workshop will be the health impact assessment of the effects of the new regulations carried out by the Newham Primary Care Trust, The identification and charging of Overseas Visitors at NHS services in Newham: a Consultation. Health policy researchers involved in the Newham HIA will review the areas of concern and open discussion out into broader implications for the provisions of health services to migrant communities in the UK today.  Hoped for outcomes from the event include the establishment of a discussion forum involving migrant community organisations and health workers to continue discussion into the future. 
 
A keynote introduction to the issues will be provided by David Stout, currently chief executive of Newham PCT, shortly assuming the position of PCT Network Director for NHS Confederation.
 
A full programme for the workshop will be provided in response to enquiries.
 
The workshop will be of particular interest to:
 

  • migrant community-based projects working on health issues
  • primary health care service providers working with migrant communities
  • policy researchers working on health and migration issues

A bursary scheme will operate to assist in reimbursing travel costs for representatives of migrant and refugee community organisations.  If you wish to apply to a bursary to cover costs, please provide details of your organisation, its particular involvement in health care issues, and the anticipated cost of your travel.
 
The workshop is an MRN network event, organised in conjunction with Newham PCT, JCWI and with grant assistance from Garden Court Chambers, which is gratefully acknowledged.
